
TRANSFER OF SA NAVY RESERVE MEMBERS TO NEW POST STRUCTURE
Advertising of Posts to the Naval Reserve
In accordance with the timeframe adopted for the implementation of
SA Navy Administrative Instruction 08/04, all newly created posts
Naval Reserve posts need to be advertised. Successful applicants will
be transferred into posts commensurate with their respective ranks
and profiles. To prevent any misunderstanding or
disappointment, all applicants must have the following minimum
qualifications:

Educational qualifications: Grade 12/Matric or
equivalent.

Military training: Military Training for Ratings
Part 1 (MTR1), Part 2 (MTR2), Part 3 (MTR3) or Military Training
for Officer (MTO) as per post/rank level requirement.

Security clearance: Restricted or higher.
The closing date for applications from members is
29 October 2004. However, applications submitted after 29 October
will be considered for posts still to be advertised and/or if
members' personal circumstances prevented them from applying
earlier. Naval Reserve members can download the necessary
application form from SANWeb, the SA Navy's Intranet Website. The SANWeb address is "http://sanweb.navy.mil.za:8080/navy/" and can be
accessed at any DoD workstation that is connected to the DoD Wide
Area Network. A skills inventory form
is
available on SANWeb. The submission of the skills inventory form is
only required for Naval Reserve members have not yet submitted a
form. Members, who have not completed and submitted this form to the
Reserve Management Centre (RMC), must submit the completed form with
their application forms. The completed forms can be
forwarded to the RMC by fax (021 787 3460) or via a Naval Reserve
unit. Applicants must indicate at least three preferences on the
application form. Applicants who do not indicate preferences may be
staffed in any post suitable to his/her qualifications, geographic
location and SA Navy requirements. The RMC, at the
Fleet Human Resource Division, will finalise the selection of the
Naval Reserve members to fill the advertised posts as soon as
possible after the closing date.
If a post cannot be filled, for whatever reason, it will remain
vacant. This process is necessary to ensure that sufficient posts
are available to meet the affirmative action targets set by the 2010
HR Plan. As soon as the DoD Directorate Management
Services has finalised the approval of the post structures, members
will be informed in writing of their appointments and will be
expected to complete a letter of acceptance. This does not preclude
a member from requesting an alternate appointment if available and
if required. Principles to be Utilized during the
Staffing Process Applicants will be matched and
staffed against appropriate posts commensurate with their personal
profiles, taking into account their preferences. The
operational requirements of the SA Navy are paramount.
Commanding officers of Naval Reserve units must facilitate and
support their members in applying for posts; and to ensure, within
reasonable limits, that Naval Reserve members participate
meaningfully and actively in their redeployment to suitable
advertised posts. The SA Navy values members of the
Naval Reserve who are willing to devote themselves to service in the
SA Navy. There will be opportunities to develop their individual
skills and abilities, provided these are in line with the SA Navy's
operational requirements. The transfer of Naval Reserve members is
the process by which the career aspirations of the individual
members are reconciled with the operational objectives of the SA
Navy. Effective Naval Reserve management enables members to maximize
their potential by availing themselves on a regular basis for
opportunities, training and development. Staffing
Mechanism Should it be deemed appropriate by Flag
Officer Fleet (FOF) and Director Navy Reserves, a Staffing Board may
be convened to reach staffing/transferring decisions. In this
instance, the following is to be noted regarding the composition of
the Staffing Board:

Irrespective of the gender composition of the
potential applicants, the Staffing Board shall have at least one
female of equivalent rank to the other members of the Board.

Irrespective of the racial composition of the
potential applicants, the Staffing Boards shall endeavour to
have at least one member from each of the designated racial
categories as members of the Board. These members should, as far
as possible, be of equivalent rank to the other members of the
Board.

The composition of the Staffing Board must be
reflected in the minutes of proceedings.
The Staffing Board shall make recommendations on the
suitability of members after considering only information based on
valid methods, criteria or instruments for selection that are free
from any bias or discrimination; the training, skills, competence
and knowledge necessary to meet the inherent requirements of the
post; the needs of the SA Navy for developing human resources; the
input of representatives of the component where the post is located;
and the SA Navy's affirmative action programme.
